How long does an apartment complex have to provide a previous tenant with a damage assessment?

A year and a half after I moved out of my apartment, I received a notice from the apartment complex stating that there were damages after I had left including broken blinds, leftover trash, and a missing gate key card. This is not correct. They are filing a collection on me and I'm not sure how to proceed from here other than paying it. Can they really try to pin this on me this long after I moved out?
